Palace creates infrastructure cluster in Cabinet

MANILA – Malacañang on Friday announced the creation of an infrastructure cluster in President Rodrigo Duterte's cabinet as the government vowed to quickly build infrastructure aimed at boosting the economy.

The eight-page Executive Order No. 24 reorganized the cabinet cluster system with the creation of this new cluster, along with the Participatory Governance Cluster.

The EO also integrated good governance and anti-corruption- a stand-alone cluster under the past administration- in the policy framework of all the clusters. 

The Infrastructure Cluster, which shall be headed by the Secretary of Department of Public Works and Highways (DPWH), was created to focus on infrastructure development to realize Duterte’s 10-point socio-economic agenda.

Among its tasks is to enhance delivery of public infrastructure by ensuring efficient and transparent management of assets and resources.

The administration has embarked on an P8-trillion"build, build, build" plan to address poverty and inequality in the country, believing that improving transportation and connectivity will stir greater economic activity.

The Participatory Governance Cluster, on the other hand, “shall exert all efforts to enhance citizen participation in governmental process.”

The creation of this cluster is seen as an effort to fulfill Duterte’s promise to make the government more accessible to ordinary Filipinos.

The cluster aims to “formulate mechanisms to enable the public to properly understand, rationalize, and implement national government programs and projects based on area-specific realities.”

The cluster is also tasked to strengthen consultation mechanisms to ensure effective implementation of national programs and projects in the grassroots level.

The Department of the Interior and Local Government (DILG) secretary shall head this cluster.

Through the EO, the Cabinet have been reorganized into the following clusters:

  • Participatory Governance 
  • Infrastructure Cluster 
  • Human Development and Poverty Reduction 
  • Security, Justice and Peace
  • Climate Change Adaptation and Mitigation and Disaster Risk Reduction Cluster; and
  • Economic Development
