MANILA - A low pressure area or brewing storm was spotted off the northern tip of Luzon, bringing cloudy skies and light to moderate rains over the Cagayan Valley and Cordillera regions on Thursday, the state weather bureau said.

A ridge of high pressure, or dry air associated with fair weather, was spotted over Luzon and the Visayas, while easterlies, or warm air, was blowing towards Eastern Mindanao, PAGASA said.

The low pressure area was spotted 135 kilometers west of Basco, Batanes, PAGASA said.

Tropical depression "Crising" slammed the Visayas over the weekend, causing floods that left eight people killed in Cebu province, disaster officials said.
