The High Occupancy Vehicle (HOV) traffic scheme prohibits vehicles carrying only a driver from traversing EDSA during rush hour on weekdays in an effort to lessen the volume of traffic in Metro Manila's main thoroughfare.

The Metropolitan Manila Development Authority (MMDA) defines rush hour as the period between 7:00 a.m. to 10:00 a.m. and 6:00 p.m. to 9:00 p.m.

Under MMDA Regulation No. 18-005, violators will be fined P1,000 once the measure is fully implemented.

About 70 percent of vehicles along EDSA carry only drivers, MMDA General Manager Jojo Garcia said in a statement.

The dry run of the HOV traffic scheme will begin Wednesday.

The week-long dry run will cover all lanes on EDSA, from North EDSA in Quezon City to Magallanes in Makati City, the MMDA said in an advisory.
